Term Rental Permits Issued City-Wide To No More 1,200; And Increasing The Civil Penalties For Noncompliance With This Ordinance, As Amended (Benton, Fiebelkorn by request)

WHEREAS, shelter is a basic necessity and human right; and
WHEREAS, nearly half of Albuquerque renters are housing cost-burdened, meaning they spend more than 30% of their income on housing, placing significant stress on middle-income households and creating real risk for lower-income households; and
WHEREAS, adequate housing is necessary to the safety and prosperity of Albuquerque families; and
WHEREAS, housing is integral to the City's equity, public safety, workforce, and economic development strategies; and
WHEREAS, the City is intent on utilizing any and all tools at its disposal in order to mitigate the effects of the housing crisis; and
WHEREAS, the City has appropriated $20 million as part of a Gross Receipts Tax Bond to provide more affordable housing; and
WHEREAS, the City recognizes that it will take years for its investments in affordable and other housing to impact the housing
shortage; and
WHEREAS, the City seeks to encourage the repurposing of existing properties into more long-
term housing, in addition to the support of new development; and
WHEREAS, the City has already enacted an ordinance that prohibits discrimination based on source of income, including use of vouchers; and
